Introduction
Between the “College de Bethel” school in Ruhango and “ORPAS-ROPPA” Rwandan national NGO in Kigali, Kimironko has been agreed that the College de Bethel will organize a Dance Section in their vocational education program under supervision of ORPAS-ROPPA Rwandan Center for Dance Education and Creation.
Vision
The global vision of both organizations is not only the sum of the individual visions but a profound conviction that by organizing a proper dance education in Rwanda we will contribute to the professionalization of one of the most important pillars of Rwandan culture and therefore also contribute to Rwandan cultural industry and capacity building. College de Bethel’s vision on Rwandan- society and culture and their determination to give the Rwandan dance culture a place in the current Rwandan educational landscape through vocational dance education makes them the ideal partner for ORPAS-ROPPA Rwandan Center for Dance Education and Creation to implement its vocational dance education vision.

Strategic alignment
The College de Bethel has the capacity to organize a dance education section program due to its experience in organizing other vocational education programs in collaboration with the WDA. This expertise, their geographical location within a peaceful and quit area and the possibility to build an adapted dance infrastructure on their extensive estate make them an excellent partner for ORPAS-ROPPA. ORPAS-ROPPA Rwandan Center for Dance Education and Creation has through its expertise in vocational dance education based on worldwide collaboration with other vocational dance institutes and dance related businesses developed together with College de Bethel a curriculum for a three year vocational dance education in compliance with the Rwandan WDA requirements. They were developing this curriculum after extended consultations with Rwandan, African and worldwide recognized, dance and education specialists.
Current collaboration
The current collaboration is based on the above mentioned strategic alignment, budget and organizational strategy development, participants (scholars) and staff forecasts, program implementation, food and training mapping, basic medical requirements, gender balance policy… Both organizations are jointly informing and seeking the support of other players in the field in Rwanda e.g. RALC, RAC, CRNU, EANT, Steering Committee of the UNESCO Korean Funds-in-Trust project; worldwide e.g. l’Ecole des Sables in Dakar, Senegal, P.A.R.T.S. Brussels (B), Fontys Dans Academie Tilburg (NL), Dans Humaniora Antwerpen (B), Wallonie Bruxelles International (B), UNESCO.
Joint action for future collaboration
This concept note together with the request letter will be submitted to the Ministry of Education and copied to the WDA, and ORPAS – ROPPA, by College de Bethel (APARUDE).
Both organizations will in due time and on their solely request, jointly introduce the program to the involved ministries MINISPOC and MINEDUC and to the WDA.
On the organizational part e.g. infrastructure, calendar implementation, HRM … both organizations will on various levels permanently confer through bi-weekly evaluation meetings starting on February 01 2018.
The first meeting will focus on budgeting for the first three years of the program.
ORPAS-ROPPA Rwandan Center for Dance Education and Creation will install ASAP an Educational Board that from now on will advise the joint organizations on all educational matters and questions affecting the educational policy of the future dance school. Both organizations will propose members for this board.
One of the first tasks of the Educational Board will be to examine the opportunity of delivering intermediate certificates after completing one, two and three years respectively and to define properly the professional outcomes of the future graduates.
The Educational Board will also function as an educational advice group to the higher authorities as this program can be considered a pilot for future artistic vocational education.
Contact and collaboration will be sought with the School of Art and Music in Nyundo, Rubavu district (western province)
Once the program has start the Educational Board will permanently evaluate with the ORPAS-ROPPA Rwandan Center for Dance Education and Creation Program Coordinator the evolution and implementation of the curriculum and advise the College de Bethel on program implementation and curriculum changes during the first three years of the program.

Capacity building (or capacity development) is the process by which individual and organizations obtain, improve, and retain the skills and knowledge needed to do their jobs competently. Capacity building and capacity development are often used interchangeably; however, some people interpret capacity building as not recognizing people's existing capacity whereas capacity development recognizes existing capacities which require improvement.
Capacity building for nonprofit organizations? Capacity building is a broad term that encompasses "actions that improve nonprofit effectiveness", in terms of organizational and financial stability, program quality, and growth.
Community capacity building refers to the identification, strengthening and linking of your community's tangible resources, such as schools, businesses and local service groups, and intangible resources such as community spirit.
Capacity development is the process through which individuals, organizations and societies obtain, strengthen and maintain the capabilities to set and achieve their own development objectives over time. Capacity is about growth: growth of the individual in knowledge, skills and experience
The creative industries refers to a range of economic activities which are concerned with the generation or exploitation of knowledge and information. They may variously also be referred to as the cultural industries (especially in Europe (Hesmondhalgh 2002, p. 14) or the creative economy (Howkins 2001), and most recently they have been denominated as the Orange Economy in Latin America and the Caribbean (Buitrago & Duque 2013).
Howkins' creative economy comprises advertising, architecture, art, crafts, design, fashion, film, music, performing arts, publishing, R&D, software, toys and games, TV and radio, and video games (Howkins 2001, pp. 88–117). Some scholars consider that education industry, including public and private services, is forming a part of creative industry.[1] There remain, therefore, different definitions of the sector (Hesmondhalgh 2002, p. 12)(DCMS 2006).
The creative industries have been seen to become increasingly important to economic well-being, proponents suggesting that "human creativity is the ultimate economic resource" (Florida 2002, p. xiii), and that "the industries of the twenty-first century will depend increasingly on the generation of knowledge through creativity and innovation" (Landry & Bianchini 1995, p. 4).
Research on the Creative Industries (*) Out of the targets and Aims of ORPAS-ROPPA
It is about the totality of sectors and activities that rely on the input of human creativity for the creation of economic, symbolic and social values, divided according to different stages of the value chain (Creation, production, distribution and consumption), and contributing to the expansion of the Rwandan "creative advantage".
The term "creative advantage" refers to the competitive advantage Rwanda can pursue by focusing on creativity as key input factor for innovation and social development.
